UEFA Country Ranking 2027-28: the Access List Is Already Locked

Every August the same question gets asked in fifty-five countries at once: how many clubs do we get next season? For 2027-28 the answer already exists. It was written when the 2025-26 season ended in May 2026, and nothing that happens on the pitch between now and then can change it.

Two seasons, not one

The five-year country coefficient standing at the end of a season does not decide the next season’s entries. It decides the season after that. Associations need lead time to build their domestic calendars against a slot allocation they already know, so UEFA fixes the access list two years out. The coefficients that closed the 2024-25 books produced the access list for the competitions being played right now; the ones that closed 2025-26 produced 2027-28.

What a position is worth

The Champions League tiers are blunt. Finish in the top five and you send four clubs. Sixth sends three. Seventh through fifteenth send two. Everyone from sixteenth down sends one. Those are step changes, not a sliding scale — which is why a tenth of a point in the wrong place costs an entire club its European season.

  • Positions 1-5 — four Champions League entrants each. England, Italy, Spain, Germany, France.
  • Position 6 — three entrants. Portugal.
  • Positions 7-15 — two entrants each. The Netherlands, Belgium, Türkiye, Czechia, Greece, Poland, Denmark, Norway, Cyprus.
  • Positions 16-55 — one entrant each. Switzerland is the first name on that list.

Fifteenth and sixteenth

Cyprus closed 2025-26 on 35.693. Switzerland closed on 34.700. The gap is 0.993 points — less than a single group-stage win is worth once it has been divided among a country’s clubs. Cyprus takes two Champions League places into 2027-28; Switzerland takes one. Nothing about the two leagues’ relative strength changed by a full slot’s worth. The boundary just happened to fall between them.

Where Türkiye sits

Türkiye finished ninth on 51.875, comfortably inside the two-entrant band but a long way from Belgium in eighth on 62.249 — and further still from the sixth place that would bring a third Champions League club. The realistic ambition is not the top six; it is holding a band that already looks secure and turning the second entrant into a club that survives the play-off round rather than dropping into the Europa League.

The 2027-28 list is finished, but the 2028-29 one is not. It is being written now, in the qualifying rounds and the league phases of this season, and it will not close until May 2027. That is the table on the front page of this site — the one where the current season’s column is still filling up, match by match.
